In order to implement the Air Pollution Prevention and Control Law of the People's Republic of China and strictly control motor vehicle pollution, Fully implement the requirements of the "Limits and Measurement Methods for Pollutant Emissions from Light Duty Vehicles (China's Fifth Stage)" (GB18352.5-2013) and the "Limits and Measurement Methods for Pollutant Emissions from Automotive Compression Ignition and Gas Fuel Ignition Engines and Automotive Emissions (China's III, IV, and V Stages)" (GB17691-2005) in the fifth stage of the emission standard (hereinafter referred to as the National Fifth Standard). With the consent of the State Council, the relevant matters are hereby announced as follows:

1、 According to the oil upgrade process, implement the National Five Standards for Motor Vehicles in different regions.

（1） Starting from April 1, 2016, all imported, sold, and registered light gasoline vehicles, light diesel buses, and heavy diesel vehicles (only for public transportation, environmental sanitation, and postal purposes) in the 11 eastern provinces and cities (Beijing, Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong, and Hainan) must comply with the requirements of the National Five Standards.

（2） Starting from January 1, 2017, all light gasoline and heavy-duty diesel vehicles manufactured, imported, sold, and registered nationwide (for passenger and public transportation, environmental sanitation, and postal purposes) must comply with the requirements of the National Five Standards.

（3） Starting from July 1, 2017, all heavy-duty diesel vehicles manufactured, imported, sold, and registered nationwide must comply with the requirements of the National Five Standards.

（4） Starting from January 1, 2018, all light diesel vehicles manufactured, imported, sold, and registered nationwide must comply with the requirements of the National Five Standards.

2、 As the responsible entity for environmental production consistency management, automobile production and import enterprises should, in accordance with the newly revised "Air Pollution Prevention and Control Law" and relevant regulations, disclose emission inspection information and pollution control technology information of their production and import motor vehicle models to the society. Only after passing the inspection can they be sold out of the factory, ensuring that the actual production and sales of vehicles meet the emission standards.

3、 The Ministry of Environmental Protection, in conjunction with relevant departments, shall carry out supervision and inspection of motor vehicle environmental standards in accordance with the law. For newly produced and sold vehicles that do not meet the emission standards, strict punishment shall be imposed in accordance with the law; And actively cooperate with relevant departments to strengthen the management of vehicle fuel, promote the upgrading of oil products, and ensure fuel quality.

This announcement shall come into effect from the date of its release.
