On March 31, 2016, the China Explosive Equipment Industry Association (hereinafter referred to as the Association) held a symposium on safety production training in Nanjing. A total of 26 representatives from some provinces and districts' civil explosive equipment administrative departments, large enterprises, safety evaluation institutions, research institutes, and staff from training institutions participated in the symposium. The meeting reviewed the training work in 2015 and held discussions on the training content and format for 2016.
The meeting was chaired by Wang Ya, Director of the Training and Consulting Department of the China Explosive Equipment Industry Association. Liu Dabin, Dean of the School of Chemical Engineering at Nanjing University of Technology, delivered a welcome speech. Yang Zuyi, Deputy Secretary General of the association, summarized the work of the "2015 Safety Training Work Summary and 2016 Work Plan". Zhou Zheng, Director of the Training Room at Nanjing University of Technology, summarized the work of the "2015 Safety Training Teaching and Quality Management System", focusing on the adjustment of the training outline The changes in training methods, adjustments in class organization models, achievements in training work, communication and cooperation with provincial administrative authorities in charge of civil explosive equipment, management of teaching and trainees, and evaluation of training effectiveness were reported to the attending representatives.
The attending representatives listened to the report and had extensive exchanges and discussions on the future training format, training content, teacher selection, training management experience, and their respective concerns. The following suggestions were put forward:
1. Fully strengthen the connection with industry regulatory departments in various provinces, play the role of provincial departments, and adapt to the training needs under the new situation.
2. The training strives for effectiveness, with on-site management as the main focus and a focus on enterprise management needs. In terms of legal and regulatory training, consideration should be given to introducing industry regulatory personnel for teaching.
3. Increase cases of accountability and highlight the main responsibility of the enterprise. Cases should not only focus on accident analysis, but also highlight the accountability of accidents, truly serving as a warning and improving the safety awareness of the responsible person.
4. To meet the training needs of different levels, separate the training of enterprise leaders and main responsible persons from ordinary safety management personnel, and prioritize the training of enterprise leaders and main responsible persons, so that they can hear more in-depth safety and enterprise management knowledge.
5. Do not easily adjust or change the basic knowledge of textbook safety, but constantly enrich it. The updated content of the textbook should highlight its effectiveness. Important basic safety knowledge such as emergency, accident, and safety risk management should be repeatedly taught, highlighting the pertinence of teaching.
6. Corporate culture training should be divided into major safety culture and team safety culture to enhance the safety awareness of grassroots management personnel.
7. Enrich training forms and increase situational teaching, interactive teaching, and case teaching. If special training is added; Increase on-site interaction and mutual answers between industry experts, regulatory departments, and students; Increase on-site communication between teachers and students, as well as between students and students. Explore the possibility of on-site and remote training for production.
8. The evaluation of training effectiveness should be further improved.
The attending representatives unanimously believe that safety training is very important for the civil explosive industry. No matter how the national and industry administrative licensing management is adjusted, safety production training work cannot be relaxed. While adapting to the new situation
