（1） Improve the legal system for safety production. Accelerate the revision and formulation of relevant laws and regulations such as the Safety Production Law. To adapt to the new requirements of rapid economic and social development, formulate safety regulations and rules for the construction, operation, and management of high-speed railways, highways, large bridges and tunnels, super high-rise buildings, urban rail transit, and underground pipeline networks. According to the needs of technological progress and industrial upgrading, we will promptly revise and improve national and industry safety technology standards, and improve the safety production standard system covering various industry fields as soon as possible. Further establish and improve systems for safety production incentives and constraints, supervision and inspection, administrative accountability, and regional linkage, forming a standardized and powerful institutional guarantee system.

（2） Increase efforts to popularize and enforce safety production laws. Strengthen legal education on safety production, popularize legal knowledge on safety production, enhance the awareness of safety legal system among the whole people, and enhance the consciousness of production and operation construction in accordance with the law. Strengthen the daily law enforcement, key law enforcement, and tracking law enforcement of safety production, strengthen the joint law enforcement between relevant departments and judicial authorities, and ensure the effectiveness of law enforcement. We will continue to crack down on various illegal production, operation, and construction activities in accordance with the law, and effectively implement punitive measures such as production suspension, rectification, closure, and strict accountability. Strengthen the responsibilities of local people's governments, especially those at the county and township levels, and hold those who fail to crack down on illegal production accountable.

（3） Strictly investigate and deal with various accidents in accordance with the law. Strictly adhere to the principles of "scientific rigor, legal compliance, seeking truth from facts, and emphasizing practical results", carefully investigate and handle each accident, identify the cause, hold the accident unit and relevant responsible persons accountable in accordance with the law, strictly investigate and punish the corrupt behavior behind the accident, and promptly disclose the investigation progress and handling results to the society. Seriously implement the system of accident investigation and punishment, graded listing supervision, tracking supervision, warning notification, admonition and on-site analysis, deeply learn from accident lessons, identify safety loopholes, improve relevant management measures, and effectively improve safety production work.
